Autorizase al Gobierno Nacional para celebrar operaciones de crédito interno con el fin de obtener los recursos necesarios para compensar el déficit fiscal de la vigencia de 1961, liquidado por la Contraloría General de la República y que asciende a $238.181.193.41. Para tal objeto podrá emitir pagares de deuda pública interna.
