Artículo primero. Las solicitudes de cambio que tengan por objeto subir los gastos de los estudiantes en el Exterior, sólo podrán se autorizadas por la Oficina de Registro de Cambios , previa conformidad del Instituto Colombiano de Especialización Técnica en el Exterior, ICETEX, y mediante el cumplimiento de las normas que se establecen en el presente Decreto.
