Toda vacante definitiva de empleos de Carrera deberá ser provista mediante concurso abierto, al cual podrán presentarse todas las personas que reúnan los requisitos y condiciones del cargo. En todo concurso se incluirá, como mínimo, la aplicación de dos pruebas, una de las cuales debe ser escrita; para los empleos cuyo requisito de estudio sea inferior o igual al último grado de educación media, el jurado podrá reemplazar las prueba escrita por una de ejecución.
