º . Oferta insuficiente. Para efectos de lo dispuesto en el

Parágrafo 1

del artículo 424 del Estatuto Tributario, hay oferta insuficiente de un producto cuando no exista producción nacional del mismo, lo cual se acreditará con la certificación que expida la Dirección General de Comercio Exterior del Ministerio de Comercio Exterior, con base en el registro que sobre el particular obre en esa dependencia. La importación de estos bienes no está gravada con el impuesto sobre las ventas.
