Podrá igualmente el Gobierno Nacional contratar con el Municipio de Pereira, y éste subcontratar, la construcción del edificio a que esta Ley se refiera, y para tal fin queda autorizado para suscribir a favor del citado Municipio los créditos y obligaciones de aceptación comercial y bancaria necesarios, y responder solidariamente con el Municipio por las obligaciones que éste contraiga en el contrato o contratos que celebre.
