La Empresa: Nacional de Telecomunicaciones solo autorizará la prestación del servicio a través de los medios descritos en el artículo 1º de este Decreto, a loas usuarios que demuestren la compatibilidad de sus equipos con las características técnicas y de operación de la red, y tengan la autorización previa del Ministerio de Comunicaciones para la conexión de equipos a la red.
