Art.8. o La exencion de derechos de los dos artículos anteriores, solo comprende a los efectos que se consuman dentro de la villa de la Buenaventura e isla de Tumaco; i los que salgan de dicha villa o isla para otro u otros lugares de la República, ya sea por mar, por rios, o por tierra, están sujetos al pago de los derechos nacionales.
