Art. 3.° Serán preferidos en la eleccion, según el caso, los individuos mas adelantados en sus estudios, i en igualdad de circunstancias, los que comprobaren mayor pobreza, mejores disposiciones para el estudio i una conducta moral intachable. No podrán ser elejidos los individuos reprobados, ni los simplemente aprobados en los exámenes.
