Los Oficiales de los Servicios o de Apoyo de Vuelo, procederán de las Escuelas de Formación para Oficiales o de las Universidades aprobadas por el Gobierno, una vez terminados los estudios universitarios o seleccionados dentro de los profesionales titulados, mediante el lleno de los requisitos que para tal efecto establezca el Gobierno.

También pueden inscribirse en el Escalafón de los Servicios, 103 Oficiales Combatientes que hayan obtenido título universitario.
