º . Naturaleza del servicio público prestado por las superintendencias y fundamento del sistema específico de carrera . Las superintendencias son organismos de carácter técnico, que hacen parte de la Rama Ejecutiva del Poder Público y prestan el servicio de supervisión, mediante el ejercicio de las funciones de inspección, vigilancia y control atribuidas por la ley o mediante delegación del Presidente de la República. Para el ejercicio de dichas funciones, el presente decreto establece las normas para el ingreso, la permanencia, el ascenso y el retiro de sus servidores.
