Facúltase al Gobierno para que garantice á los empresarios de la obra de que se trata un interés anual hasta de seis por ciento (6 por 100) sobre el costo de la misma y una cuota anual basta de dos por ciento (2 por 100) para la amortización de dicho costo, á fin de que la obra quede, una vez amortizado su valor, de propiedad de la Nación.
