La expropiación se decretará, previo intento de negociación directa, por medio de acto administrativo en el cual se señalará que los propietarios tendrán derecho a una indemnización la cual será fijada por el juez competente, dentro del respectivo proceso. De igual manera se procederá cuando se trate de establecer gravámenes o limitaciones al dominio de la propiedad raíz. En todo caso, para decretar la expropiación u ordenar la limitación del dominio en los anteriores eventos deberá oírse previamente a la Junta a que se refiere el artículo 1º del presente Decreto.
