Facúltase al Gobierno para que incluya en el Presupuesto Nacional las partidas necesarias para cumplir esta Ley, pudiendo hacer traslados y abrir créditos, ajustándose en todo a los planes y programas que le presenten las entidades respectivas, hasta la total culminación de esas obras.
