°. Adiciónase al Decreto 1043 de abril 4 de 2011, el artículo 11A el cual quedará así: "Artículo 11A. Prima técnica . A partir del 1° de diciembre de 2011, quienes ocupen los empleos de Secretario Privado, Jefe de Oficina y Jefe de División, tendrán derecho a percibir mensualmente una prima técnica automática equivalente al treinta por ciento (30%) de la asignación básica mensual, la cual no constituye factor salarial para ningún efecto legal.
