- Licencias para cerramientos de obra y reparaciones locativas . Se eliminan las licencias para cerramientos de obra y para reparaciones locativas. En todo caso las autoridades podrán intervenir las obras que amenacen riesgo social o vulneren derechos ciudadanos, o que afecten normas urbanísticas o de construcción, mediante la aplicación de las medidas correctivas y sanciones establecidas por la ley 388 de 1997.
