Las disposiciones del presente decreto deberán ser tenidas en cuenta por todas las Entidades Territoriales, Empresas Industriales y Comerciales del Estado de todo orden, Sociedades de Capital Público Departamental, Cruz Roja Colombiana y a los particulares, cualquiera que fuere su naturaleza jurídica que de conformidad con lo dispuesto en la Ley 643 de 2001 exploten, organicen, administren, operen, controlen, fiscalicen, regulen y vigilen el juego de lotería tradicional.
