En el reglamento que al efecto expida el Gobierno Nacional en desarrollo de la presente Ley, se establecerá un porcentaje mínimo de recursos que el Fondo Nacional de Proyectos de Desarrollo, Fonade, otorgará para la financiación de estudios de investigación, prefactibilidad, factibilidad, diseño y preinversión de proyectos relacionados con la actividad pesquera.
