El presupuesto inicial correspondiente a la vigencia fiscal de 2005 contiene la reducción ordenada en el artículo 31 de la Ley 344 de 1996 , y en el artículo 8 de la Ley 819 de 2003 . En consecuencia, para dicho año se cumple con lo establecido en las mencionadas normas.
