"ARTICULO 1º

"Las Partes contratantes se comprometen a someter a una Comisión permanente de Conciliación, constituída en las condiciones previstas a continuación, todas las diferencias, de cualquiera naturaleza que sean, que no hayan podido ser resueltas por la vía diplomática y que no deban ser deferidas, de acuerdo con los términos del Estatuto de la Corte Permanente de Justicia Internacional o de cualquier otro arreglo concluido entre las Partes, a dicha Corte o a un Tribunal de Arbitraje.

"Corresponderá a cada una de las Partes decidir sobre el momento a partir del cual el procedimiento de conciliación podrá ser sustituido a las negociaciones diplomáticas.
