Una vez constituida la relación de cuentas por pagar (reservas de caja), los dineros sobrantes del Presupuesto Nacional, sin ninguna excepción se reintegrarán a la Dirección General de Tesorería, a más tardar el 1º de marzo de 1982, con la refrendación del ordenador, del Jefe de Presupuesto de la entidad, o del Jefe de la División Delegada del Ministerio de Hacienda y Crédito Público cuando ésta exista, y del Auditor.
