º De la calidad técnico - científica. La calidad técnico - científica se acredita por la licencia sanitaria de funcionamiento vigente; para las instituciones que no la requieran o no la acrediten, deberá apreciarse por el Ministerio de Salud en cada caso, teniendo en cuenta los recursos humanos, instrumentos y equipos, conforme a los objetivos de la entidad.
