º. Declárase de urgente necesidad la construcción de bodegas, el arreglo de patios y la extensión de carrileras para el montaje de grúas con destino al servicio de la carga oficial nacional, en los puertos de Barranquilla, Beltrán y Girardot. Estas construcciones deberán hacerse de acuerdo con los proyectos y presupuestos aprobados por el Gobierno, pero mientras que ellas se realizan en esa forma, se procederá a construir los cobertizos provisionales que se necesiten para evitar averías y pérdidas en la carga oficial de bodega.
