Créase un organismo técnico y consultivo del Gobierno, anexo al Ministerio de Minas y Petróleos, que funcionará en Bogotá con carácter permanente, para la orientación, desarrollo y ejecución de los planes y actividades relativos a la industria del petróleo, que se denominará Consejo Nacional de Petróleos.
