°. Obligatoriedad de los planes de ordenamiento territorial. Corresponde a todas las administraciones municipales y distritales formular y adoptar su plan de ordenamiento territorial a más tardar el día 24 de enero de 1999, en los términos del artículo 23 de la Ley 388 de 1997. A partir de esa fecha, solo podrán expedirse licencias de construcción o urbanización o sus modalidades o realizar actuaciones urbanísticas para el territorio del respectivo municipio de conformidad con lo dispuesto en dicho plan.
