Previos los requisitos legales, el Gobernador del Atlántico, obrando de común acuerdo con la Junta creada por el Articulo 10 de esta Ley, podrá pignorar la cuota parte que le corresponda o pueda corresponderle en las rentas a que se refiere la presente Ley, para garantizar los empréstitos que fueren necesarios con destino a la construcción del Palacio Departamental.
