Tecnología. Los licitantes propondrán la tecnología para la configuración de la Red Celular, escogiendo entre el estándar AMPS (ADVANCED MOBILE PHONE SYSTEM) o el estándar GSM (GLOBAL SYSTEM FOR MOBILE COMMUNICATIONS). También podrán ofrecer en la propuesta los desarrollos tecnológicos aplicables a cada una de estas tecnologías. En todo caso, el Ministerio de Comunicaciones adjudicará de tal manera que las redes que se autoricen sean totalmente compatibles entre sí y se comporten como una red única de cubrimiento nacional, transparente para cualquier usuario.
