De la participación ciudadana. Las personas naturales, jurídicas, públicas y privadas, asentadas en la cuenca hidrográfica declarada en ordenación por la autoridad ambiental competente, podrán participar en las diferentes fases del proceso de ordenación y manejo de la misma, presentando sus recomendaciones y observaciones a través de sus representantes en el Consejo de Cuenca de que trata el presente decreto, sin perjuicio de las demás instancias de participación que la autoridad ambiental competente considere pertinente implementar en estos procesos.
