En el caso de que el Ministerio de Obras Públicas o el Instituto Nacional de Fomento Municipal omitieren dar cumplimiento a lo ordenado en el artículo anterior, autorízase al Gobierno Nacional para hacer en los presupuestos asignados a dicho Ministerio y al citado Instituto, los traslados necesarios con el fin de darle cumplimiento a la presente Ley.
