Los Bonos del Valor Constante para Seguridad Social autorizados en el decreto 687 de 1967, solo podrán adquirirse por el Instituto Colombiano de seguros Sociales para la finalidad prevista en el ordinal a) del artículo 5º de este Decreto. Con el fin de evitar perturbaciones en el mercado de capitales. El Instituto no podrá transferir por entrega o por endoso los Bonos en referencia. La negociación de estos valores se limitará a que el Instituto puede darlos como garantía del cumplimiento de sus obligaciones.
