o . La educación básica primaria y secundaria y la media vocacional que presta el Departamento del Cesar y sus municipios, será un servicio público a cargo de la Nación. En consecuencia, los gastos que ocasione y que hoy sufraga el Departamento del Cesar y sus municipios, serán de cuenta de la Nación, en los términos de la presente Ley.
