Las concesiones podrán otorgarse por medio de contratos o en virtud de licencias, según lo disponga el Gobierno, y darán lugar al pago de derechos, tasas o tarifas que fije el Ministerio de Comunicaciones, a excepción las que corresponda fijar a Inravisión y a las organizaciones regionales de Televisión.
