Una vez que la Nación sea propietaria del inmueble a que se refiere el artículo anterior lo cederá al "Circulo de Obreros de San Pedro Claver" de Cartagena, con la condición expresa de que sea destinado exclusivamente a escuelas, salones de conferencia, bibliotecas, cajas de ahorro y otros fines dirigidos al mejoramiento social de los obreros de Cartagena, y de que si esa institución dejare de funcionar volverá a la Nación la propiedad del inmueble mencionado previo pago del valor de las reformas o mejoras que en él se hubieren efectuado.
