Es obligatorio para el Gobierno Nacional incluír la partida correspondiente que señala la Ley 7a. de 1958 en cada uno de los Presupuestos del año respectivo. Si así no lo hiciere queda con la obligación de incluír los saldos en las vigencias subsiguientes, como un derecho adquirido por parte del Departamento del Chocó, y en este caso al incluírse la partida dejada de pagar o de incluír en el Presupuesto, se denominará deuda pendiente de pago al Departamento del Chocó.
