PERIODO FISCAL DE LOS MUNICIPIOS INTENDENCIALES Y COMISARIALES. El período fiscal de los Municipios Intendenciales o Comisariales se iniciará el 1º de abril de cada año y concluirá el 31 de marzo del año siguiente. El proyecto de presupuesto para los Municipios deberá ser presentado por el Alcalde al Concejo, dentro de los primeros cinco ( 5) días de las sesiones que se inician el primero ( 1º) de febrero. Si el último día de febrero el Concejo no ha expedido el presupuesto, regirá el presentado por el Alcalde, previa aprobación del intendente o Comisario respectivo, según el caso, el cual podrá introducir las modificaciones que juzgue convenientes,
