Las cantidades necesarias para la ejecución de las obras señaladas en esta Ley se incluirían en el Presupuesto de la próxima vigencia y de las siguientes, hasta que las diferentes obras enumeradas se pongan en estado de prestar eficazmente los servicios a que se destinan y se declaren los gastos de necesidad imprescindible, pudiendo el Gobierno abrir los créditos administrativos correspondientes en efecto de las apropiaciones.
