El Ministerio de Relaciones Exteriores será el encargado de implementar las disposiciones de acompañamiento y de ordenamiento institucional y de difundir, a través de sus delegaciones diplomáticas, embajadas y consulados, los beneficios otorgados por la presente ley. Así mismo, las embajadas y consulados de Colombia deberán contar con los servicios y herramientas necesarias para mantener informados a sus nacionales residentes en el exterior, de los programas de retorno, franquicias y facilidades que se conceden a quienes deseen reincorporarse al país.
