Estímulos arancelarios para la industria . El Consejo Nacional de Política Aduanera procederá a reglamentar en forma especial los aranceles relacionados con la importación de bienes de capital que no se produzcan en el país, cuya importación sea indispensable para el montaje, reposición o ensanche de las empresas manufactureras localizadas o que en el futuro se localicen en las Regiones Fronterizas.
