El manejo de los bienes y recursos del Instituto se hará, en cuanto la naturaleza de sus funciones lo permita, conforme a presupuesto que deben someterse en su elaboración, tramite y publicidad a las normas que para los establecimientos públicos establecen la ley orgánica del presupuesto y las de los Decretos 1050 y 2887 de 1968.
