Artículo décimo. Deróganse los incisos 3º. y 4º. del artículo 234 del Decreto 222 de 1983 que rezan: "Al iniciar la gestión directa de empréstitos externos en ejercicio de la autorización conferida al efecto por el Gobierno Nacional, o por el Ministerio de Hacienda y Crédito Público, según el caso, se deberán solicitar por lo menos tres ofertas financieras, salvo en lo que se refiere a operaciones con organismos financieros multilaterales o a agencias gubernamentales extranjeras de crédito. El reglamento señalará el procedimiento que deberá seguirse en esta materia".
