El Presupuesto de gastos se votará con la fórmula siguiente:

"Por medio de la presente Ley se apropia de los ingresos generales de Tesorería de la República de Colombia las sumas de.... para atender a los gastos ordinarios, correspondientes al año fiscal que termina el 31 de diciembre de ..... y que se detallan a continuación:.....," y se publicará junto con el Presupuesto de rentas bajo el título de "Presupuesto de Rentas y Ley de Apropiaciones,"
