Artículo primero. Autorízase un aporte de $ 1.100.000.00 en la vigencia correspondiente a 1959, a la Corporación Autónoma Regional del Valle del Cauca con destino al proyecto de desarrollo eléctrico en el Departamento del Valle, suma que se entregará al instituto de Fomento Eléctrico y Aprovechamiento de Aguas, para cumplir tal fin.
