Art. 10º En cada Departamento se organizará una Junta departamental de obras públicas, compuesta del Gobernador, que la presidirá, del Jefe ó Presidente de la oficina, Tribunal ó Corte de Cuentas, de tres vecinos elegidos por la Municipalidad de la capital del Departamento, y de un Ingeniero ó perito en trabajos públicos, nombrado por el Ministerio de Obras Públicas.
