Permiso del Gobierno. Cuando la comisión de servicios al exterior surja con ocasión de una invitación de gobierno extranjero u organismo internacional, y medien las circunstancias establecidas en el artículo 129 y en el numeral 18 del artículo 189 de la Constitución Política, se deberá tramitar el permiso respectivo ante el Gobierno nacional.
