CONVERSIÓN EN OFICINAS PRINCIPALES. - El Gobierno Nacional podrá convertir en principales, las oficinas seccionales que por el volumen de su actividad lo ameriten, sin que el círculo al cual pasan a ser cabecera, integrado además por las oficinas seccionales que en el mismo acto se determine, tenga que coincidir con la división territorial del país.
