Para la graduación de las multas se tendrá en cuenta la gravedad de la falta, la reincidencia o la renuencia del infractor. Cuando se presente caso fortuito o fuerza mayor debidamente comprobados, podrá exonerarse al infractor, mediante resolución motivada, de la respectiva sanción conminándolo mediante amonestación escrita.
