Todo individuo que oficial o particularmente tuviere noticia de alguna infracción de las disposiciones legales sobre papel sellado y estampillas, tendrá el deber de dar cuenta a la corporación, empleado o funcionario competente para que se imponga la sanción legal respectiva.
