En caso de que la Nación emprenda la construcción de las obras de qué trata la Ley 77 de 1912 , cuando el constructor del muelle no se haya aun reembolsado del capital invertido y del valor de los intereses de dicho capital, el Gobierno pagará a tal contratista la suma a que ascienda el valor no reembolsado por éste.
