Artículo tercero . Lo dispuesto en el presente Decreto se aplicará dejando a salvo las situaciones jurídicas concretas originadas en la propiedad del subsuelo debidamente reconocida, o en licencia de exploración, permisos de explotación, concesiones o aportes de minas que se hallen perfeccionados a la vigencia de este Decreto y que versen sobre los mismos minerales de que trata el artículo primero de esta providencia.
