La Junta Administradora de la Lotería "La Cartagenera" así constituida, expedirá los estatutos en donde señalarán sus objetivos y funciones y establecerá la estructura de la Planta de Personal, que considere conveniente para el buen funcionamiento de la misma.

Parágrafo

Esta Junta aprobará para cada vigencia fiscal el correspondiente presupuesto, los planes de premios, ajustándose a los ordenamientos fiscales distritales y normas que a nivel nacional regulan la materia.
