Artículo cuarto. Las sumas asignadas al Instituto de Fomento Industrial para el pago de los aportes de capital que le corresponden al Gobierno Nacional en la Corporación Andana de Fomento lo serán a título de aportes del Gobierno al capital del mismo Instituto a cambio de acciones que esté deberá emitir a favor del Gobierno por su valor nominal de $ 10.00 cada una.
